Iran: Success of EU offer dependent on Article 4 of NPT

tehrantimes: The new U.S.-backed proposal by Britain, Germany, and France on the Iranian nuclear program, which is to be presented to Iran on Friday, should rebuild the Iranian nation's trust in Europe, an informed source told the Mehr News Agency on Monday.

Following remarks by various officials and some influential countries on the need for the European Union to exercise more flexibility toward Iran, to guarantee its minimum nuclear rights, and to allay the country's security concerns, the EU officials postponed delivering their proposal to Iran until Friday and discussed aspects of the proposal during a meeting in Brussels on Monday, added the source, who spoke on condition of anonymity.

"Europe certainly knows that Iran will only accept a proposal that will guarantee its rights based on Article 4**of the nuclear Non-Proliferation Treaty (NPT)" he noted.

"In other words, the EU cannot expect to resolve the nuclear issue by presenting a proposal to Iran similar to the one it presented on August 5, 2005, which ignored the country's inalienable nuclear rights under international law."

He rejected the idea that the EU could persuade Iran to forgo its rights by giving it further concessions that Iran was previously deprived of for no logical reason.

1. Nothing in this Treaty shall be interpreted as affecting the inalienable right of all the Parties to the Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with Articles I and II of this Treaty.

I don't see anything in Article IV about it not applying to nations that the US 'suspects' of having a military program [without proof], or nations the US doesn't much care for, or nations that stand in the way of US neocon ambitions for the region.
