coe: Council of Europe Secretary General Terry Davis has made public his report on alleged illegal detentions and rendition flights on European territory. Based on official replies received by all 46 member states, the report highlights the lack of legal provisions ensuring effective oversight of activities by foreign security services. ''Immunity cannot mean impunity'' said Mr Davis, ''Exceptions to state immunity already recognised in the case of torture should be extended to other serious violations of human rights such as enforced disappearances''. His report also reveals that existing procedures to monitor flights through European airspace do not provide adequate safeguards against abuse. More
